Al-Hakam

The One who gives the final judgement — who separates truth from falsehood and who on the Day of Resurrection judges between His servants, taking the right of the wronged from the unjust and the oppressor and restoring it to its owner. "[Say], 'Then is it other than Allah I should seek as judge while it is He who has revealed to you the Book explained in detail?'" (Al-An'am, 114) "...So be patient until Allah judges between us, and He is the best of judges." (Al-A'raf, 87) This name of Allah embraces all His lofty attributes and beautiful names, for it is impossible for one who does not hear, does not see and is not aware to be a Judge. He is the One who judges between His servants, openly and in secret, in this world and the next. The commands He gives, the laws He lays down, the rulings He carries out, and the decrees He applies to creation in word and deed all show that He is the true Judge. The name Al-Hakam is among His essential attributes. The authority to judge belongs to Allah alone. He is the sole authority who holds judgement in His hand, who distinguishes good from evil, and whose judgement none can overturn. He does not wrong anyone by so much as an atom's weight. He does not punish anyone beyond their sin. Just as no arbiter can be conceived to whom appeal might be made against Allah's judgement, so too, when it comes to understanding and conveying the divine ruling, the evidence and inimitability of other signs and miracles are not as strong, clear and detailed as the miracle of the Book. A servant is not considered to have faith unless he believes that the authority to judge belongs to Allah alone. A reminder: Every Muslim should know that there is no Ruler and Judge besides Allah; that all His acts are decrees and judgements and all His words are wisdom and counsel; that the prophets are the source of wisdom and its people; that Allah granted the authority to judge to them alone; and that everyone besides the prophets must follow them. Every Muslim who is summoned to a court that judges by Allah's rulings is obliged to answer that summons and to comply if the ruling goes against him; otherwise he becomes one of the wrongdoers. Judges and those in authority should not overstep the bounds Allah has drawn, nor violate the laws He has laid down. They should act justly among people and show favouritism to no one. They should not depart from truthfulness even against themselves, and should judge with what is right.

The noble name Al-Hakam is recited 68 times as "Ya Hakam, jalla jalaluhu" so that one's word may be beneficial and one's judgement may prevail. Whoever, in a state of ritual purity, recites the noble name Al-Hakam a hundred times at midnight, saying "Ya Hakam, jalla jalaluhu", is filled with divine secrets. Whoever, in a state of ritual purity, recites the noble name Al-Hakam for a long while at midnight, saying "Ya Hakam, jalla jalaluhu", comes to possess a sound and firm creed.
