Meaning
The Preventer, who withholds what He wills.
Allah Almighty says: "Whatever Allah grants to people of mercy — none can withhold it; and whatever He withholds — none can release it thereafter." (Fatir, 2)
"Say: 'Then have you considered what you invoke besides Allah? If Allah intended me harm, are they removers of His harm; or if He intended me mercy, are they withholders of His mercy?'" (Az-Zumar, 38)
The Messenger of Allah (peace be upon him) said: "O Allah, there is none who can withhold what You give, and none who can give what You withhold."
Allah used this name in censuring the deniers, saying: "And withhold [simple] assistance." (Al-Ma'un, 7)
Allah's being Al-Mani' may occur in this world as it may in the Hereafter. If Allah withholds someone in this world from knowledge of Him and from worship, and does not make His remembrance that person's essential provision, then such a person has in the true sense been deprived of all good. This is the greatest of afflictions. Those withheld from divine bounty both in this world and the next are never happy.
Allah has power both to give blessing and to withhold it. His withholding is not from miserliness but as His wisdom requires. Allah, the Preventer, is the One who guards and protects His friends against their enemies and helps them.
The benefits of knowing this name: Every Muslim should believe that there is none besides Allah who withholds and prevents. Whoever knows that the true Giver and Withholder is Allah must not occupy his heart with people, must not trust and rely on them, and must turn to his Lord with a contented and satisfied heart. When one of the people withholds from him, he should believe that the true Withholder is Allah, and should set the intermediaries aside and not occupy himself with them. He should know that Allah has power over all beings, and that people in reality have no more effect than a shadow has upon the thing that casts it. For this reason he should not censure the people who withhold without considering Allah, the true Doer. He should censure only because Allah has censured the one who withholds good.
